Fix console tree format: router passthrough, TodoWrite filter, short output expansion

- Router now passes full output object (not just summary text)
- Dashboard expands short outputs (≤10 lines) with tree structure
- TodoWrite result messages filtered
- Added lastToolName tracking for konsole format events
- Updated VIBE.md with implementation details
